A new book about Budge Rogers, the English rugby international, has a photo of the England XV that played Wales at Twickenham in 1961 on the back cover.

 

In those days the touch judges (all top notch referees) came from the home country and that day England’s choice was Lionel Stephens. In the photo Steve is standing back right. It was the peak of his refeering career and coincided with his taking over as master-in-charge of rugby at the NCP from Don Holland. After that, refereeing had to take second place. The following year the 1st XV was undefeated.
